How Cochran & Mann Built An Award-Winning Team

In every commercial painting company, people are key to maintaining a successful work environment. From leadership to on-the-floor, we explain who does what on the executive senior team for our commercial painting company:

President: Mike Cochran entered the industry in high school as a part-time painter. Since then, he's played a pivotal role in Cochran & Mann’s growth from a small paint contractor to one of the most respected painting and wallcovering companies in the Mid-Atlantic.

He's worked in the field and estimating to sales, project management, and financial management. His industry experience creates a unique connection between the boardroom and boots on the ground. His sound financial practices, agile business model, and smart growth approach empowers the team to complete successful projects, increase revenue, and build long-term client relationships.

Mike is an active member of the Associated Builders and Contractors and American Subcontractors Association. He's served on the Customer Advisory Boards for McCormick, Duron, and PPG Paints.

Executive Vice President: Will Cochran has been in the painting and wallcovering industry for three decades. He's instrumental in Cochran & Mann’s growth from a few guys in a truck to a painting and wallcovering industry leader.

An accomplished business leader with deep field experience, Will has expertise in business management, strategy development, production management, and project delivery. He leads operations and oversees contracts, project execution, cost controls, staffing, training, safety programming, and quality assurance.

His commitment to sustained operational excellence helps consistently deliver efficient, high-quality projects on time and within budget. Will holds a Maryland Home Improvement Commission license.

Vice President of Sales/Estimating: Mark Jeffress brings 40 years of professional construction experience with strong project management experience across a portfolio of projects. He skillfully applies it to supervise estimating, contracting, marketing, and business development.

Prior to joining our commercial painting company, Mark was a vice president at O’Leary Asphalt. He's a graduate of Oklahoma State University with a bachelor's in construction management.

Controller, CPA: Kathy Sloan is responsible for our financial functions, including internal financial statement preparation and review, payables, receivables, job costing, and payroll.

Prior to this, Kathy was a public accountant for six years. She has strong experience in corporate partnerships and is skilled in auditing and tax accounting for nonprofits and private enterprises. She also ran her own accounting business for a decade and served as an asset manager and the head of communications for a billion-dollar real estate investment portfolio.

Kathy has a bachelor's in business administration with a concentration in accounting from Michigan Technological University.

Senior Estimator: Lisa Palmer leverages her experience in value engineering, attention to detail, and knowledge of construction contracts to generate accurate estimates. She skillfully assembles complex project bids for the company, using her value engineering ability and relationship-building skills.

Prior to Cochran & Mann, she worked for Glen Construction Company and is a graduate of West Virginia University with a bachelor's in civil engineering.

Senior Project Manager: Tom Shoemaker brings 45 years of painting, high-performance coating, and wallcovering expertise. He's responsible for estimating/budgeting, cost control, procurement, scheduling, and customer relations.

Prior to this, Tom was the principal and owner of Shoemaker Bros. Painting for 36 years. He specialized in paintings, epoxy floor coatings, and wallcovering projects for commercial, industrial, residential and institutional clients.

Senior Project Manager: Charlie Turrell has been involved in the painting and construction industry since 1977, holding a variety of administrative and field roles. He's responsible for estimating/budgeting, cost control, procurement, scheduling, warranties, and customer relations with experience in strategy, business administration, contract execution, estimating, and project management.

Prior to this, Charlie was at Manders Decorating as the sales project manager. 

Superintendent/Project Manager, Special Projects: Charlie Dukes brings more than three decades of experience. He manages field and administrative operations for specialized small to midsize projects.

Prior to this, he owned and operated a construction and renovation company that specialized in tenant improvements, remodeling, and other projects.

Human Resources Lead: Donna Miller is responsible for human resources, including the development and execution of policies, professional development programs, performance management, employee relations, compliance, and benefits.

Prior to this, Donna worked in healthcare. The University of Maryland graduate has a bachelor's in health services management and is a member of the Society for Human Resource Management.
